What it shows is a situation people stay in because leaving would cost them something they are not ready to give up.

What the Devil says upright

Upright, the Devil names a habit or an arrangement that has a hold on you. Debt, drinking, a job you cannot afford to leave, a relationship that gives you something while it takes something else. If the reading is about money, the card often points to borrowing that keeps a person working for the debt rather than for themselves. The card is blunt about the payoff. Nobody stays in a bad situation for no reason, and the reading works better once you can say out loud what you are getting out of it.

The chain is the useful part of the image, since it is not welded shut. What keeps it on is the belief that it cannot come off, and that belief often does more work than the habit itself. Seeing the arrangement clearly is the first change the card asks for.

What the Devil says reversed

Reversed, the Devil often shows the moment the grip loosens. You stop explaining the situation to yourself and start making plans to leave it, or you cut something out of your life and find the fear was larger than the loss. It can also describe the other outcome: deciding to stay and no longer pretending otherwise. Recovery, therapy, and asking for help all sit here. So does the quiet choice to carry on as you are, which the card will not talk you out of.

How it reads with the other cards

With the Eight of Swords, the Devil points to a trap built mostly out of thinking. The Five of Pentacles shows the material version of the same trouble, where debt and exclusion have gone on long enough to feel permanent. The Star, when it appears beside it, is the slow recovery after the chain comes off.
